We hear it almost every week from a new host in Carrollwood or Citrus Park: "I need to get my Certificate of Use before I can list, right?" No. You don't. Not in Tampa, anyway. That Certificate of Use is a Pinellas County thing — St. Petersburg and unincorporated Pinellas run that program. If you crossed the bay, or you read a blog written by somebody who cleans in St. Pete, you picked up the wrong homework assignment.
Tampa and Hillsborough County work differently. There's no single "STR permit" you walk into an office and grab. What you actually have is four separate registrations, at three different levels of government, and none of them talk to each other. It's annoying. But it's knowable, and once it's done it's done.
Who even needs a state license
Start with the one that trips people up. Florida's DBPR requires a Vacation Rental license if you rent out an entire unit more than three times a year for stays under 30 days, or if you advertise it publicly. That last part catches almost everyone — the moment your place is on Airbnb, you're advertising publicly.
Two flavors depending on your building:
- Vacation Rental Dwelling — single-family homes and buildings of one to four units. This is most of our service area. The pool homes off Ehrlich Road and up around Northdale are almost all dwellings.
- Vacation Rental Condominium — condos and co-ops. Fewer of these out here in NW Tampa; more of a downtown thing.
Application runs about $150. If you rent a private room and share the house, or you only do it a couple times a year, the state license may not apply — but that's a conversation for you and your accountant, not a cleaner. Don't take a "you're probably fine" from anyone who isn't looking at your actual setup.
The three local pieces
The state license is only step one. On top of it you need:
- A City of Tampa Business Tax Receipt (BTR) — if your property sits inside city limits.
- A Hillsborough County Business Tax Receipt — the county's version of the same thing.
- A Hillsborough County Tourist Development Tax account — this is how you remit the bed tax, and you set it up with the Tax Collector.
One thing worth knowing before you buy a property to short-term rent: the City of Tampa has no standalone STR ordinance. Zoning comes from Hillsborough County's Land Development Code, and rentals under seven nights are only allowed in commercial, lodging, and certain mixed-use districts. Plenty of the quiet residential streets in Egypt Lake or Lake Magdalene are zoned in a way that doesn't cleanly permit a seven-nights-or-less rental. Check the zoning first. It's a lot cheaper than finding out after closing.
The tax nobody warns you about
Combined lodging tax on a Tampa stay of six months or less is 13.5% — 6% state sales tax, 1.5% Hillsborough surtax, and 6% county Tourist Development Tax. Here's the part hosts miss: that 13.5% applies to the total, cleaning fee included. Your cleaning fee is taxable. It's not carved out.
The TDT goes to the Hillsborough County Tax Collector, due monthly on the 1st, delinquent if it's not paid or postmarked by the 20th. Since February 2019 Airbnb has collected and remitted the 6% county TDT automatically for reservations under 184 nights — but their handling of the state portion, and anything you book through Vrbo or direct, can be a different story. Pull a payout report and confirm exactly what's being collected before you assume a platform has it covered. We've watched hosts get a surprise bill because they figured Airbnb "did all the taxes."
How long the whole thing takes
If you run them in parallel instead of one after another, plan on three to six weeks:
- DBPR license: 2–4 weeks
- City and county BTRs: 1–2 weeks
- TDT account: same day, it's online
The mistake is doing them in sequence — waiting for the state license to land before you start the BTRs. File everything the same week. The TDT account you can open this afternoon.
One more thing that has nothing to do with paperwork and everything to do with getting paid: line your launch up with the calendar. Winter is when this market prints money — snowbirds plus Gasparilla season, which runs from Children's Gasparilla on January 24, 2026 through the Pirate Fest invasion on the 31st and on into the spring festivals. If your license clears in September, you've got a runway to dial in the turnover before the January rush and the tight same-day back-to-backs it brings.
